Nature of the club

The Radar club is an informal grouping: it is neither a declared association nor a political party under the French Act of 11 March 1988. It has no legal personality, collects no membership fees, holds no bank account and receives no donations. Membership is free and carries no financial commitment.

Accordingly, the data controller is Damien Chapus, in a personal capacity.

Hosting

Site and data hosted by Hostinger International Ltd, on a server located in Frankfurt, Germany — that is, within the European Union. No member data is transferred outside the Union.

Data we keep

For club membership, only:

• the name you choose to display — a pseudonym is fine;
• your email address;
• the joining date (to the month), your member number and your level;
• proof of your consent: the exact text accepted, and its timestamp.

We collect no real identity, no postal address, no phone number. The site sets no cookies, uses no third-party analytics service, and loads no external resources.

How we count visits

We count visits with our own tool, on our own server. Nothing is sent to a third party, and no individual visit is ever stored: we keep daily counters only — how many pages were viewed, which ones, from which site, in which language, and where people stop inside a form.

To tell two visitors apart without tracking them, a technical fingerprint is computed in memory from your IP address, your browser and a random secret that is renewed daily and never written down. It is irreversible, it disappears the same day, and two visits from the same device on two different days cannot be linked — not even by us. Your IP address is never stored.

That is why no banner is forced on you: with no cookie and no data that could identify you, your consent is not required. We would rather count less accurately than follow you around.

Why this is sensitive data

Joining a political club reveals a political opinion. That is sensitive data under Article 9 GDPR, whose processing is prohibited in principle — except, precisely, on the basis of your explicit consent (Article 9(2)(a)). That is the only legal basis we rely on, which is why the form's checkbox is never pre-ticked.

The members' register is encrypted at rest (AES-256-GCM). Your membership is never sent by email: internal notifications contain a number only, never a name or an address.

Membership is subject to approval

A membership request is not a membership. It is reviewed by hand, and three things can happen to it:

• Pending. Your request is recorded and encrypted exactly like a membership, but it opens nothing: no card link is sent, no access is granted. To withdraw it before a decision, write to contact@horizonbuilder.space — this is the only moment when one-click erasure is not yet available to you.
• Approved. You receive your card link. From then on you erase yourself, whenever you want.
• Refused. ⭐ Your request is erased, immediately and entirely. We keep no register of refused people: no name, no address, no proof of consent remains. Nothing stops you from asking again later.

The reason is simple: a request carries a political opinion, and a refused person never received a card — so they would have no way to trigger erasure themselves. We do not keep political opinions about people we gave nothing to.

Retention

Your data is kept for as long as your membership is active. You may end it at any time, in one click, from your membership card: deletion is immediate and permanent, with no request to make and no waiting period.

Your card is also your member space: there is no account and no password. The card link is the only key, which is why we cannot recover it for you — we can only send it again to the address you gave.

Your rights

You have the rights of access, rectification, erasure, restriction, objection and portability. Erasure is exercised directly from your card, without going through us. For the other rights, write to contact@horizonbuilder.space.

You may lodge a complaint with the French data protection authority, CNIL.

The data the Radar publishes

The figures shown come from the DSA transparency register kept by the European Commission and publicly accessible. They are filed by the platforms themselves: we republish and recount them, we do not produce them. Our method and limits are set out on the Radar page.

Code analyses concern repositories published under open licences by their authors. We observe measured gaps; we characterise no breach — that is for the regulator.

Intellectual property

The texts and visuals of this site belong to its publisher. Data from the European register remains subject to its original terms. The analysed code is distributed by its authors under the Apache 2.0 licence.
